Bedfordshire’The business base here does not add up to a single county figure, and we are not going to pretend otherwise. Bedford Borough counted 7,325 businesses in its economic plan. Central Bedfordshire counted 12,375 registered enterprises in 2022, and recorded that number falling 5 per cent between 2017 and 2022 against a 1 per cent rise nationally. Luton Council publishes no comparable count, though it put the town second in the country for business start-up rates in September 2025. Three authorities, three vintages. What they have in common is that almost every firm in them is small and none of them can outspend anyone on brand.

The economic geography is genuinely lopsided. Luton is the most densely populated local authority area in the East of England and owns its airport outright, and that airport handled more than 17.5 million passengers in 2025 with consented expansion to 32 million ahead of it. Bedford has Universal United Kingdom Resort going up at Kempston Hardwick, permitted by Special Development Order in January 2026 with an opening planned for 2031. Central Bedfordshire has neither, but it has the M1 corridor, Whitbread’s head office at Dunstable and most of the county’s market towns.
The structural fact that matters most for anyone marketing here is that Bedfordshire has no centre. At the 2021 Census Central Bedfordshire held 294,200 people spread across a string of separate towns, Luton held 225,300 in a single one, and Bedford Borough 185,300. A business in Leighton Buzzard and a business in Biggleswade are both in Central Bedfordshire, and they are not selling into the same town, are not in the same travel-to-work area, and should not be running the same page. So Bedfordshire is not really one market.
Two more things worth knowing. First, the body that used to cover this area for economic development has gone. SEMLEP no longer exists, and its work now sits with the South Midlands Authorities, a partnership of six councils launched in July 2024 that also takes in Milton Keynes and Northamptonshire. Plenty of local pages, and some council pages, still name the old partnership. Second, the current population estimates for the three authorities come from different years, so anyone adding them up to get a Bedfordshire total is producing a number that does not mean anything. We will also tell you what we cannot. There is no published Bedfordshire-wide business count or town centre vacancy figure, so we are not going to quote you one.
