North Hampshire is one of the most productive places in the country. On the ONS sub-regional measure, output per hour worked across Basingstoke and Deane, Hart and Rushmoor runs around 54% above the UK average, third of 182 sub-regions and the highest anywhere outside London. That is the good news. The less comfortable news is that the wider Hampshire and Solent economy had about 16,000 fewer jobs in 2023 than in 2019, a fall of 1.5% while England grew 1.8%. Higher value per job, fewer jobs. You are competing for a market that is worth more and is not getting any bigger.

Hampshire County Council’s website still shows 62,020 enterprises and 70,935 local business units for the county area, but those are the March 2021 figures. On the latest ONS count, March 2025, the county has around 58,650 enterprises and 67,645 local units, and about seven in eight of them, 88%, are micro-businesses employing fewer than ten people. Sector concentration is better evidenced. Against an England average of 1.00, Hampshire scores 2.87 on life sciences, 1.55 on digital and technologies and 1.35 on advanced manufacturing. It scores 0.88 on professional and business services, which is below average. If you sell professional services here, the local pool is smaller than the county’s reputation suggests.

Now the thing almost every page about north Hampshire gets wrong. This is not London’s commuter belt. On the most recent usable commuter data, the 2011 Census flows the county council still publishes, London is not the top destination for any of the three north Hampshire districts. Basingstoke and Deane sends more workers to West Berkshire, 7,670 of them, than to London, 4,282. Rushmoor, meaning Farnborough and Aldershot, sends more to Surrey Heath and Guildford than to London. Hart’s single biggest flow is next door into Rushmoor. We flag the date deliberately: Census 2021 was taken during lockdown and the ONS says its travel-to-work data has limited use, so 2011 really is the best available, and anyone quoting you a shiny 2021 commuting statistic is quoting something the ONS advises against using.

The corollary is more useful than the myth. Around 86% of working residents across the wider Hampshire and Isle of Wight area live and work within it, on the 2011 Census measure, and consultancy research for the county deal bid found that area sources close to 40% of its sectoral inputs from within itself, fifth out of 33 local economies. B2B demand in Hampshire is largely generated inside Hampshire, which is exactly the condition under which local search earns its keep. On growth, the government’s standard method assesses housing need across the eleven districts at about 10,250 homes a year, against an average of 5,174 actually delivered a year between 2021 and 2024. Need is not the same as the districts’ own adopted plan requirements, which come to roughly half that. More households are coming, more slowly than planned. On town centres, Rushmoor publishes vacancy annually, at 11% for Farnborough and 10% for Aldershot in April 2025, and Basingstoke’s most recent published figure is 13% from a 2020 retail study. For Fleet there is no current published figure at all, and the eight per cent often quoted for Basingstoke traces back to a 2018 action plan.
