On the city centre, the honest position needs both halves. High Street vacancy was 7.0% in April 2026, roughly half the national rate, which sounds excellent. The M3 junction 9 northbound entry slip road closed at the end of July 2026 and stays closed until winter 2027. And the Christmas Market, which drew almost 120,000 visitors in 2025, up almost four per cent on the year, is overwhelmingly a local event: ninety per cent of them travelled less than ten miles. It is worth knowing that before you plan a campaign around it, and worth knowing that the four hundred thousand visitor figure still circulating was withdrawn by the Cathedral itself.

For anyone in property, construction or anything touching development, two rules here bite harder than elsewhere. Winchester runs two planning authorities, the city council outside the South Downs National Park and the Park Authority inside it since 2011, with different fees and validation. And nutrient neutrality is a validation requirement, not an aspiration, so an application creating any overnight accommodation is invalid without an accepted mitigation package. The council sells credits at £3,250 for nitrate and either £50,000 or £100,000 for phosphate depending on location, but on-site and third-party mitigation also qualify. Splitting one house into two flats triggers it. On the plus side, Winchester is the rare Hampshire district meeting its adopted housing requirement, with 834 completions in 2024/25 against 687. Worth knowing that the adopted requirement is only about 61% of the government’s assessed need, so that comfort is narrower than it looks.
