Something genuinely unusual about doing business here: the council is the landlord. Test Valley Borough Council owns the Chantry Centre outright, having bought the long leasehold from Aviva in April 2019, and it appointed a managing agent in August 2025 to market and negotiate lettings. Walworth Business Park, the town’s main employment site at around 200 acres beside the A303, is a Kier regeneration project for the same council. Very few towns this size have that much public control over both their retail and their industrial floorspace, and it does change who you talk to when you want premises.
On employers, the real base is manufacturing and logistics rather than offices. Stannah has its group head office here and opened a new 90,000 sq ft factory on Pioneer Road in October 2024, still making stairlifts and lifts in the town. Twinings is on Walworth Business Park. UK production was consolidated into Andover in 2011 when the North Shields factory closed and export production moved to Poland and China, and Andover shed roles at the same time, so it is not the employer it once was. Le Creuset, Ocado’s rebuilt distribution centre and Army Headquarters at Marlborough Lines are all here. The council says plainly that without a five year supply it is subject to speculative applications. Separately, a lot of Andover’s pipeline is offices and civic buildings turning into flats, including Simplyhealth’s old Hambleden House, now consented for 52 homes. The council does publish an Andover town centre vacancy rate, measured twice a year: 17.50% in October 2025, up slightly from 17.14% a year earlier.
