Elmbridge withdrew its draft Local Plan from examination in February 2025 after the Inspector found it unsound, and at 31 March 2025 the council could demonstrate a one year housing land supply against an annual need of 1,584 homes. Not five years. One. For anyone in construction, property, or selling services to developers, that is the single most relevant thing on this page. Walton’s town centre vacancy rate is 13.8%, twenty-seven empty units, in the council’s own retail needs assessment published in 2025, a shade under the 13.9% UK average. What is not published is a Walton footfall baseline, so treat any claim about footfall growth with care.
