St Albans district grew 5.4 per cent between the 2011 and 2021 Censuses, from 140,700 to 148,200, slower than England as a whole, and the council’s draft Local Plan cites an ONS mid-2023 estimate of 148,750. That plan classes Harpenden a tier two town and names it, with St Albans city, as one of the district’s two largest settlements. Rothamsted Research sits on West Common, funded principally by the BBSRC, which has awarded it £60.8 million across five strategic programmes. The campus around it, run as Rothamsted Enterprises, lets office and lab space to agri-tech firms including Croda Agriculture, Timac Agro UK and the Rothamsted spin-out PheroSyn.

That mix matters commercially, because a research campus pulls a professional layer around it. Accountants, recruiters, IT firms, planning consultants and contractors all trade off proximity to it, and they are all researched online first. The town’s calendar is run largely by the town council: the farmers market takes around seventy stalls on the fourth Sunday of every month, and Music in Lydekker returns for its eighth year on 22 August 2026.

One thing worth knowing before you quote anybody on local policy here. As of August 2026 the plan in force for the district is still the District Local Plan Review adopted on 30 November 1994, alongside the Harpenden Neighbourhood Plan made in February 2019. The 2041 plan reached main modifications consultation in April 2026 and the council still describes it as emerging. A plan that has been close to adoption for a long time is exactly the sort of fact that gets written up early and then sits there wrong.
