The Office for National Statistics put North Northamptonshire at 359,500 people in 2021, up 13.5 per cent from 316,900 in 2011, the second largest percentage rise in the East Midlands. That is the council area. For the town itself, the council puts Kettering at about 64,000 and Corby at about 69,000, which is why Kettering is the second largest town here and not the first.
That mix matters commercially. A hospital supply chain, a distribution operator on the A14 and a town centre full of independents are three different problems, and they are not solved the same way. On 5 June 2026 the council dropped it and restored the original names, so it is the Alfred East Gallery, Kettering Library and the Manor House Museum again, even though the council web addresses still say cornerstone.
The plan in force for Kettering is a stack of three documents: the North Northamptonshire Joint Core Strategy adopted in July 2016, the Kettering Site Specific Part 2 Local Plan adopted on 1 December 2021, and the Kettering Town Centre Area Action Plan from July 2011. A new local plan running to 2045 is in preparation, with the next consultation stage scheduled for October and November 2026. The old town centre delivery plan set priorities only as far as 2025, so it has run out.
