West London’s six boroughs held 1,745,500 people at the 2021 census, and five of the six grew faster than London as a whole. Hounslow was up 13.5 per cent, Hillingdon 11.7, Harrow 9.3, Brent 9.2 and Ealing 8.5, against 7.7 per cent for London. Hammersmith and Fulham grew 0.4 per cent and fell eight places in the national ranking. That is a wider spread than you will find in any of our counties, and it is why one west London campaign run across all six boroughs tends to disappoint.

Park Royal is what the Greater London Authority calls the largest area of Strategic Industrial Land in the capital, with around 1,700 businesses and 43,100 employees, and it sits across Ealing, Brent and Hammersmith and Fulham under its own development corporation rather than under any of the three councils. Heathrow is in Hillingdon. Manufacturing is 7.4 per cent of Brent’s employee jobs against 2.0 per cent for London. West London still makes and moves things, which is not what most people picture when they hear the phrase.
The structural fact that matters most for anyone marketing here is that the council is the borough. There is no district tier and no parish council in the way, so planning, licensing, business rates and highways all sit with one body. It also means the rules change at the borough line, and they are not in step. Brent adopted its Local Plan on 24 February 2022 and is already consulting on a replacement. Hammersmith and Fulham has been running on a plan adopted on 28 February 2018. Ealing’s new plan is still at examination. Hillingdon does not expect to consider adoption of its next one until 1 May 2028.
Two more things worth knowing. First, west London is our grouping, not current planning geography. The five way split of London into Central, North, East, South and West comes from a Greater London Authority dataset defined for the London Plan Consultation in 2009, and the adopted London Plan 2021 sorts boroughs into Inner and Outer London instead. We use the 2009 grouping because it matches how businesses here describe themselves, and we say where it came from rather than dressing it up as current policy. Second, Richmond upon Thames is filed as South in that dataset and not West, which surprises almost everybody.
