When Wokingham Borough Council’s planning committee approved the European Centre for Medium-Range Weather Forecasts headquarters at Earley Gate in February 2024, a councillor described the decision as keeping the world’s leading global weather prediction station in Wokingham Borough. That is the boundary, stated in a committee minute.

Wokingham Borough was 177,500 at the 2021 Census, up 15.0 per cent on 2011 against 7.5 per cent across the South East, ranked 112th of 309 local authority areas in England for size and 28th most densely populated of the South East’s 64. The borough publishes no settlement population for Earley. Earley Town Council’s own Town Plan, adopted on 26 November 2025, says Earley now has more than 30,000 residents living in over 10,000 houses, and attributes that figure to a third party population website rather than to the Census, which is worth knowing before anyone quotes it as official. The council has 25 councillors across eight wards today, dropping to seven wards but keeping 25 councillors from the 2027 elections under The Wokingham (Electoral Changes) Order 2023. Its precept for 2026 to 2027 is £1,068,686 inside a total budget of £1,734,781, or £88.46 a year on a Band D household.
That mix matters commercially, because Earley is two economies sharing a name. Thames Valley Park is corporate, international, and buys nothing locally. Lower Earley is a designated district centre in Wokingham Borough Council’s hierarchy, and the council describes it honestly: two shopping precincts, the first a purpose-built one anchored by Asda with a few retail units such as a Greggs and a Boots pharmacy, the second separated by a busy road and roundabout that creates issues for those wishing to move between the two sites, centred mainly on food with an M&S Foodhall and an Iceland, with a good provision of convenience goods and potential for more diversification. Shinfield Road, the other district centre on this side of the borough, is located in both Wokingham Borough and Reading Borough. Two economies, two district centres and an administrative boundary running through the middle of the university is a brief that generic local search handles badly.
Earley is not part of Reading, and Earley Town Council does not claim to be the largest town council in England. What it does say is that Earley has grown to become the largest town in Wokingham Borough, and that it became the largest parish in the Wokingham Borough Council unitary authority area. The bigger claim gets repeated constantly and has no source behind it. So does the one about Lower Earley being one of the largest private housing developments in Europe: the town council’s own Town Plan says only that by 1980 it was the largest housing development in the United Kingdom, comprising approximately 6,000 dwellings. Two more. Earley has no neighbourhood plan. Wokingham Borough lists six made plans, at Arborfield and Barkham, Charvil, Finchampstead, Ruscombe, Shinfield and Twyford, and Earley is not among them, and the Town Plan is a non-statutory council document with no examination and no referendum behind it. And Earley station, at Station Road, Earley RG6 7DY, is managed by South Western Railway, not Great Western, and has no parking spaces at all. Getting those things right is most of what separates a page written about Earley from a page written about Reading, and we write the first kind.
