The council’s own survey in June 2025 found fewer than 3 per cent of units vacant, but that figure counts only units that are empty and actively being marketed to let, across the High Street, Westgate, Gloucester Green and the Covered Market. Both are right. They are measuring different things.

Oxford held 162,100 people at the 2021 Census, up 6.7 per cent from 151,900 in 2011, and the ONS makes it the fifth most densely populated of the 64 local authority areas in the South East. Worth noting that the council’s own Economic Strategy still runs on an older figure of 151,600, so the two do not agree. Two of the biggest names attached to the city really are registered in it: Oxford Nanopore Technologies plc in the Gosling Building on Edmund Halley Road at the Oxford Science Park, and Oxford Science Enterprises plc at 46 Woodstock Road.
That mix matters commercially, because Oxford runs two economies at once. Centre for Cities found the city carries 1.7 shops per thousand people in its catchment against Cambridge’s 1.6 and London’s 0.8, and that Bradford has the same number of shops as Oxford on a vacancy rate of 18 per cent. What fills them is the second economy: the Economic Strategy counts more than 170 active spin-out companies and 65 patents per 100,000 residents in 2018, twenty times the national rate, on top of a visitor economy it puts at around 8 million people a year before the pandemic. Accountants, recruiters, IT firms, lab and office fit-out contractors, letting agents and hospitality suppliers all trade off those two, and they are all researched online first. Oxford Open Doors opens the city up on 12 and 13 September 2026, after drawing 30,000 visitors to 148 venues and events.
One thing is worth knowing before you write a word about the Oxford science cluster: a good deal of it is not registered in Oxford. Oxford Instruments plc is registered at Halifax Road in High Wycombe, which is the town we work from and a different county entirely. Oxford Photovoltaics Limited, which everybody calls Oxford PV, is registered at Yarnton near Kidlington, in Cherwell rather than the city. Even MINI production at Cowley is run by BMW (UK) Manufacturing Limited, whose registered office is in Farnborough, Hampshire. None of that makes them any less real, but if you are marketing to Oxford businesses it pays to know which of your neighbours are actually in Oxford and which simply carry the name.
