Growth is real but slower than the headlines. The Civic Quarter got outline consent in February 2023 for up to 960 homes, but only around 95 of those are counted as deliverable by 2030, so it is a decade-long scheme rather than a wave of new households. The concrete milestone is the new leisure centre, consented on 11 March 2026, with construction from late June 2026 and completion expected in late 2027. Rushmoor holds about 4.74 years of housing land supply against the five required, and every net new home here carries a Thames Basin Heaths mitigation cost, which is one reason delivery is measured rather than fast. Trains reach Waterloo in 34 minutes at their fastest, closer to 49 on average, and the M3 is at junctions 4 and 4a.
